RESEARCH PAPER DELIVERABLES & CRITERIA:
As a part of the capstone problem/ solution project you will be working on throughout the duration of your graduate Homeland Security- Emergency Management experience at Rosemont College, you are addressing an issue within the discipline that affects your jurisdiction or career path. Within this issue, you will write an 8- 10 page paper that clearly identifies your issue, and discusses the how other jurisdictions (local, state, federal, and international, with a focus on international) are managing similar issues. Discuss how these issues could work or not work with your particular issue. Do their solutions deployment in your jurisdiction pose any constitutional, cultural, ethical, or moral dilemmas in our nation? Do any other jurisdictions have better budgets or science and technology than the United States to manage the issue? Be sure to discuss how national and international collaboration and partnerships can assist agencies in employing the best practices and strategies to protect the homeland, as well as learning from each other’s successes and failures.
The topic I am choosing is FEMA’s biggest struggle is managing attrition as major national disasters continue to intensify in size and frequency. Highlighting how the agency has tried to handle this problem with Reservist, Local Hires, Full Time employees, and large contracting companies, but has still had major difficulty.
DELIVERABLES:
The paper should in APA format, be 8-10 pages in length, not including the cover page and reference page, with a minimum of 8 references, double spaced, 12-point font, and 1 inch margins.
