Rationing
It is unethical to restrict people from accessing healthcare services that they need based on age, income, and other factors. Budgetary limitations should not prevent healthcare organizations or governments from implementing rationing policies since it promotes discrimination. Rationing by age can have adverse health outcomes for the elderly since they are exposed to higher risks of developing chronic illnesses with higher mortality rates. Rationing healthcare services by income limits low-income earners and uninsured citizens from accessing healthcare, leading to increased adverse outcomes. I disagree with the rationing concept because it increases the health disparities that affect different populations. According to Bauchner (2019), rationing is promoted by factors such as ethnicity, poverty, and race, whereby the increasing healthcare costs limit the abilities of the affected people to seek health in other facilities. Hence, I disagree with the rationing since all the factors associated with it are linked to the increasing health disparities in the United States.
I would support the rationing by price in the United States. This form of rationing is based on the cost of healthcare and what people can afford to pay. It is the only best way of rationing since, to a large extent, the healthcare system in the United States is financed privately, and a universal healthcare system does not exist. According to Tikkanen & Osborn (2019), this form of rationing would only allow people to get health care services that they can afford or that they are insured for. The rationing would be better for the current healthcare payment system in the United States since Americans would be paying for value. The rationing would also allow the government to put caps on the maximum amounts people can spend on their healthcare, ensuring that healthcare organizations do not overcharge citizens. However, the rationing would greatly affect the low-income earners since the value-based payment system would not get better health care. The disparities would cause social justice issues that bible scriptures denounce by calling for equal treatment of people and distribution of resources(Walterboro, 2020).
Different alternatives can be implemented instead of implementing rationing. In the case where healthcare organizations face resource shortages, local governments should intervene directly to ensure that the resources are allocated on time. Another alternative is implementing more community-based healthcare programs. Rationing, in most cases, affects the poor since those who have health insurance coverage and higher incomes can seek health care in facilities where resources are available (Keliddar et al., 2017). The community-based health programs would ensure that those affected by the rationing do not face the different disparities that affect vulnerable populations. The government should also prioritize the health services that have higher impacts on people’s health instead of the low-impact services. This strategy will ensure that the prioritized higher-impact services get more resources than the low-impact services. Hence, it will reduce the need for using expensive technologies that are inappropriate and likely to increase healthcare costs.
My thoughts about rationing of healthcare are that it is easily manageable in countries that have universal healthcare systems. Countries such as Germany, Switzerland, Sweden, the United Kingdom, and the Netherlands do not face the challenges that the United States faces in terms of regulating the healthcare system (Tikkanen & Osborn, 2019). For example, the countries with universal healthcare coverage easily carry out rationing the health care to achieve the optimum coverage. For example, the governments set the caps for healthcare services, ensuring that they are highly standardized to reduce the government’s healthcare costs. Citizens in these countries do not experience the full impact of the rationing since they get free health care services. In the United States, rationing has a huge impact on the citizens since different populations are affected.
