IDEA mandated that children with disabilities
receive a free, appropriate public education in the least restrictive
environment. To meet this mandate, schools have developed services ranging from
placement in general education classrooms to homebound and hospital programs.
Supporters of segregated facilities believe that better programs can be
provided by housing all services for students under one roof. Inclusionists
believe that students being prepared to live in the community should be
educated in that community with their peers.
