Is it possible for Uzukstan to invoke the responsibility of Jugustan?

its legal basis;
two jurisdictional cases in which it has been discussed;
another standard from which it must be distinguished as it concerns the issue of qualification of armed conflicts;
the definition of that other standard in comparison to the former one and
one jurisdictional case in which it has been defined.
CASE 3
You are a member of the Belgian Ministry of Justice. A journalist, who wishes to gain an understanding of the system of international criminal justice, has approached the ministry. The journalist would like to know:
the common characteristics of the ad hoc international criminal tribunals;
the triggering mechanisms of the ICC jurisdiction and
the ICC jurisdictional bases.
In order to prepare for the interview, you write a memo listing the relevant elements (mentioned in the course) regarding these three issues.
